Context of the cooperation

A four-way partnership between AFD, KMRL, SYTRAL and CODATU began in early 2015. CODATU led this technical cooperation aimed at supporting KMRL, the project owner of the Kochi metro, in the physical and institutional integration of its metro network, in particular through experience sharing with SYTRAL.

KMRL – Kochi Metro Rail Limited – was in charge of the construction of a metro system in the city of Kochi. Work was underway during the cooperation and the opening of the 1st line took place in June 2017, at the close of the cooperation. In addition, KMRL had been tasked with prefiguring the new Metropolitan Transport Authority. KMRL therefore wished to take into account all modes of urban travel and undertake a reflection on how these could better interact with the future metro system.

A participatory workshop was organised by CODATU and KMRL in early 2014 to define a roadmap specifying the priority actions for the future AOT and the essential steps for the formulation and implementation of a multimodal urban transport policy. The main challenges of the future institution were also discussed as well as many other topics. This first workshop proved the interest of KMRL to benefit from the technical support of a French mobility organising authority, SYTRAL, coordinated by CODATU.

Main needs

Thematic areas of intervention were defined jointly by the partners, and were then regularly updated to take into account the main issues related to the development and deployment of the metro in Kochi. These thematic axes were the following:

  • Integration of transport networks, intermodality and artisanal transport
  • Integration of transport networks, intermodality and artisanal transport: Integration of transport and urban planning, urban development

These different themes were addressed through expert missions, workshops and technical visits in France. In addition to SYTRAL, other CODATU members were involved in this cooperation: Keolis, Ratp, Transdev, UrbaLyon, etc.
