Study visit and immersion placement of AMUGA at Casa Transport in Casablanca, Morocco

From 16 to 27 June 2026, a delegation from AMUGA – the Greater Abidjan Urban Mobility Authority travelled to Casablanca as part of the technical cooperation agreement signed between the AFD – Agence Française de Développement, AMUGA and CODATU, and funded by FEXTE.

The aim of the visit was to learn from the best practices in governance, contracting and monitoring of operators implemented by Casa Transport, the urban transport organising authority for this Moroccan metropolis.
The mission took place in two distinct phases. The first phase, from 17 to 19 June 2026, began with an institutional study visit during which the delegation met with senior management from Casa Transport SA and RATP Dev to discuss strategic issues relating to governance, financing, contracting and operational monitoring. A tour of the Central Control Centre (PCC) and the combined tram–busway maintenance centre rounded off this visit.

The second phase, which was entirely operational in nature, took place from 22 to 26 June 2026 in the form of an immersion placement. Four members of AMUGA spent five days working alongside Casa Transport’s field teams, where they learnt how to monitor operators, interpret performance indicators and carry out the practical aspects of operational monitoring. The fieldwork component was particularly intensive, with checks carried out from dawn: inspections of Alsa buses, preventive checks on tram trains, testing of automatic ticket vending machines and observation of ICT systems in real-world conditions.
At the end of this immersion, the delegation had broadened its range of operational skills. These insights range from identifying an efficient governance model and observing innovative methodologies for supervising operators, to adopting best contractual practices and strengthening the technical capabilities of the AMUGA teams.
