Support for the launch of the first modernised bus line, ‘Zotra Fitaratra’, in Antananarivo (Madagascar)

As part of the pilot project to launch the first modernised bus line, ‘Zotra Fitaratra’ (model line), in Antananarivo (Madagascar), Codatu and the project stakeholders met on Wednesday 24 September for a working meeting on two key points for the launch of the line: firstly, the contract between the granting authority and the future operator and, secondly, the support strategy for the transport company.
The Concession Authority and the future operator of the line will be bound by a public service delegation contract proposed by Codatu with the support of a local lawyer. The content of the contract was discussed during the meeting with the various stakeholders. The implementation of this contract is essential to clarify the obligations of each of the Parties and to establish a public transport service focused on quality of service and performance.
This meeting was also an opportunity to discuss the support strategy for the future transport company. The support offered by Codatu is based on three pillars:
– Support for the transport company by a Business Support Structure in order to teach the basics of business management and provide support for the recruitment of company staff;
– A training programme for the future staff of the transport company, ranging from ‘operational professions’ to ‘administrative professions in a transport company’;
– Coaching of the transport company by a mentor.
