Feedback about the International Action working group GART-CODATU

As part of their partnership, GART and CODATU organized the “Action Internationale” working group on Wednesday, November 20, 2019, at the premises of the Assembly of French Departments (ADF), from 9:15 am to 12:15 pm. This meeting was the opportunity to discuss with the few GART members present who are involved in international action about several devices:

• the future bill for development and international solidarity, known as the “LOP-DSI” law,
• the idea of introducing into the aforementioned bill a 1% type of transport and mobility system, like what exists in the water and sanitation, waste or energy sectors especially,
• the issue of the State-local authority financial pact, which strongly constrains the latter in the development of international city-to-city cooperation projects.

On this point specifically, the OAs were thus able to express and report to the Ministry of Foreign Affairs and Europe on the difficulties thus encountered, in particular within the framework of cooperation projects in the field of transport and mobility, and ” discuss around the solutions envisaged at the national level, in particular the drawing up of a circular intended for the prefects asking them not to defer the budgets of the territorial collectivities which would exceed the ceiling of the operating expenses fixed 1.2% * per year, which would be invested in international action.

This draft of a ministerial letter was confirmed by the Minister of Foreign Affairs and Europe, Jean-Yves LE DRIAN, on the occasion of the National Commission for City-to-city Cooperation (NCCC) which was held on Thursday January 30, 2020 at the Quai d’Orsay, and in which the GART participated, as did other associations of local authorities (Cités Unies France for example). This ministerial letter will thus make it possible “to ensure that the public subsidies granted by the State, by various public establishments such as the French Development Agency, the European Union, are excluded from the device for capping the operating expenses of local authorities. set at 1.2% “according to the Minister of Foreign Affairs and Europe.

It remains to know the exact outlines as well as the date of publication of this circular, the development of which will be interministerial (Ministries of Action and Public Accounts, Foreign Affairs and Europe, Cohesion of Territories and relations with local authorities, as well as the General Directorate of Local Authorities).

C on January 30, the Minister also announced that the so-called “LOP-DSI” bill, whose final title will be “Law on solidarity development and the fight against global inequalities” will be presented to the Council of Ministers next March 4th. This law will have a part entitled “Framework for global partnership” aimed at strengthening the international action of local authorities.
