Urban mobility in Madagascar: Codatu takes part in the National Urban Forum

On 11 and 12 June 2026, at the National Urban Forum organised by Madagascar’s Ministry of Spatial Planning and Land Services on the theme ‘Building a promising urban future with and for the younger generations’, Karine Andriamiraho, head of Codatu’s Indian Ocean office, spoke on the challenges of urban mobility in Madagascar.
Faced with a transport system that is often seen as a burden, several courses of action were highlighted: strengthening governance and funding for the sector, speeding up the implementation of existing studies, improving the quality of public transport services, professionalising operators, and making transparency and digitalisation the drivers of change.
The discussions also provided an opportunity to address several major challenges facing Malagasy cities: the growth of tuk-tuks and bicycle taxis, improving the quality of service provided by ‘taxi-bé’, and deliberations on the proposed cable car project in Antananarivo.
A message shared by all participants was that urban mobility must be viewed as a common good, to be organised, funded and professionalised for the benefit of users.
