Topic of the seminar : "Plan of Urban displacements, sustainable development tool "

This seminar was organized July the 9 and 10, 1998 in Lyon by the CODATU, in collaboration with the SYTRAL, the Urban Community of Lyon and the CERTU and with the participation of experts a support of network SITRASS, LET, INRETS and the bank "Societe Generale"

The object of the seminar is to discuss adaptability of the French step of the Plan of Urban Displacements to the clean context of the developing countries .

The international llecturers present examples of planning in their country and the workshops allow a large debate between the participants . Lyon, chosen like site of reception, is the first great French agglomeration to have adopted an urban plan of displacement having value of example.
The UTP is a step of planning to means-lenght term, of the whole of displacements in the agglomerations. The purpose of it is to organize the complementarity and the intermodality of the means of transport, in order to ensure a good accessibility of all the citizens the center and the various districts of the city.
The recommended method allows a logical course of a process of diagnosis, reflexion and decision making which is based on a broad dialogue with the implied partners and, beyong that, with the population . It supports the consensus, clarifies the role of each one, limit the field of the studies necessary and adapts to the insitutional and decisional structures local.
Built well, the UTP becomes a teaching instrument for the associated partners, elected officials and the population . Its orientations contribute to implement an overall policy of town planning and displacements, in the respect of the economic, environmental objectives and of social equity formulated by the local communities.
